Resource Non-Utilization: Is it the employee problem or employer problem?

This is a topic to be thought of. We often come across situations where employers mentioning about poor performance of their Human resources. I wish to relate this to use of a mobile phone or an application software by any person.

The smart phone which we usually call it "my mobile" is something that we hold very close to us all day long. People sleep with the phone, that is something we see end of the day and one which we see at the beginning of the day and that we use whole day for all correspondences and transactions. But are we aware what all features are there in that smart phone or the software that we use. We seldom use many of the features. Because we purchased it with a purpose and we are using it just to get the purpose done.
People are least bothered to check what all can be done with it. Similarly every human resource you select comes with a bunch of capabilities. Some of them can be accessed quickly, while others are not at all used just because they are not displayed on screen. When you get a system in hand, explore to know that more, similarly when a company hires an employee, it is essential to do a study about the individual in order to explore their hidden potential, one might be equivalent to multiple resources.
1. There is a chance of cost saving
2. There are possibilities to utilize their capacity to the fullest
3. There are ways to identify their key strengths and prioritize their work.
Now, is this an employee problem or an employer problem? It is both. First it is on the part of employer to study employees and make necessary corrective measures.
Employees must understand that their capabilities are defined and it is done to make room for improvement, and not to keep it in safe.
Every resource in an organization must be utilized well and that responsibility lies with the employer. It is high time every organization must make a plan to understand completely the capabilities of all resources and then utilize it to the fullest. If not the unutilized abilities will become obsolete and they can never be activated if you put efforts to refresh.
Employers and all reporting authorities must try to understand all capabilities of their staff and each staff when they take accountability will be able to utilize all their skills even if the employer doesn't recognize them. Being accountable is making use of opportunity to prove yourself.
